D R A F T Competencies, State of New Mexico
Introduction
The following competencies will be used by New Mexico institutions of higher education to establish a curriculum for persons seeking a license or an endorsement in information technology to a New Mexico educator license. To receive an educator license, one must hold a minimum of a baccalaureate degree from a regionally accredited college of university, have completed an approved educator preparation program that includes at least 14 weeks of supervised student teaching, and pass the State Board of Education's required licensure examination.
These competencies are entry-level and are based on what beginning information technology teachers/coordinators and administrators must know and be able to do to provide effective information technology programs in New Mexico schools. New Mexico licensure is based on a system of continued professional development that requires licensed educators to participate in career-long activities to continually improve their knowledge, skills, and abilities.
The competencies were developed to ensure alignment with the New Mexico's Contact Standards with Benchmarks for all content areas and with the National Standards for Educational Technology as prepared by the International Society for Technology in Education.
New Mexico competencies for all licensure and endorsement areas include the elements of assessment, diversity, technology, inclusion, the impact of language, and career readiness. While there is repetition of some statements and concepts within and between the competencies, this repetition is essential to underscore the importance of those key elements of teacher preparation at all grade levels and in all content areas. The use of technology is critical to addressing multiple learning needs of all students in a digital age and should be viewed as a critical support to enhance teaching and learning at all grade levels for all students.
Basic Technology Competencies for All Educators
Licensure Levels: 1, 2, 3A, 3B
All candidates seeking licensure in teacher preparation programs will meet the following educational technology competencies.
Basic Computer and Technology Operations and Concepts

Candidates will use computer systems to: run software, access,
generate, and manipulate data; and publish results.
They will also evaluate performance of hardware and software components
of computer systems and apply basic troubleshooting strategies
as needed. The educator will:

Operate a multimedia computer system with related peripheral devises
to successfully install and use a variety of software packages.
00.2
Use terminology related to technology appropriate to the teaching
field in written and oral communication.
00.3
Describe and implement basic troubleshooting techniques for multimedia
computer systems with related peripheral devices.
00.4
Use imaging devices.
00.5
Demonstrate knowledge of uses of computers and technology in business,
industry, and society.
00.6
Operate a variety of audio-visual devices.
Personal and Professional Use of Technology
01.0
Candidates will apply tools for enhancing their own professional
growth and productivity. They will use technology in communicating,
collaborating, conducting research, and solving problems. In addition,
they will plan and participate in activities that encourage lifelong
learning and will promote equitable, ethical, and legal use of
computer and technology resources. The educator will:

Use productivity tools for word processing, database management,
and spreadsheet applications.
01.2
Apply productivity tools for creating a multimedia presentation.
01.3
Use computer -based technologies including telecommunications
to access information and enhance personal and professional productivity.
01.4
Use computers to support problem solving, data collection, information
management, communications, presentations, and decision making.
01.5
Demonstrate awareness of resources for adaptive assistive devices
and software for students with special needs.
01.6
Demonstrate awareness of resources for culturally and linguistically
diverse students.
01.7
Demonstrate knowledge of equity, ethics, legal, and human issues
concerning use of computers and technology.
01.8
Demonstrate awareness of computer and related technology resources
for facilitating lifelong learning and emerging roles of the learner
and the educator.
01.9
Demonstrate awareness of broadcast instruction, audio/video conferencing,
and other distant learning applications.
Application of Technology to Support Teaching and Learning
02.0
Candidates will apply computers and related technologies to support
teaching and learning in their grade level and subject areas.
They will integrate a variety of software, applications, and learning
tools in the teaching and learning process. Lessons developed
must reflect effective grouping and assessment strategies for
diverse populations. The educator will:

Explore, evaluate, and use technology resources including applications,
tools, educational software, and assorted documentation.
02.2
Describe best practice and appropriate assessment as related to
the use of technology resources in the curriculum.
02.3
Design, implement, and assess learning activities that integrate
technology for a variety of grouping strategies for diverse populations.
02.4
Design learning activities that foster equitable, ethical, and
legal use of technology by students.
02.5
Practice responsible, ethical, and legal use of technology, information,
and software resources.
