Program Name: Research Institute To Enhance the Role of Special
Education and Children With Disabilities in
Education Policy Reform

Program Description: The Secretary establishes an absolute priority
for a research institute to study the role of special education
and children with disabilities in educational policy reform, specifically
initiatives designed to improve student performance through increased
accountability.

Program Name: Vocational Rehabilitation Service Projects for
American Indians With Disabilities

Program Description: The purpose of the program is to provide
vocational rehabilitation services to American Indians with disabilities
who reside on or near Federal or State reservations, consistent
with their individual strengths, resources, priorities, concerns,
abilities, capabilities, and informed choices, so that they may
prepare for and engage in gainful employment, including self-employment,
telecommuting, or business ownership.

Program Description: The purpose of the Disability and Rehabilitation
Research Project and Centers Program is to plan and conduct research,
demonstration projects, training, and related activities, including
international activities, develop methods, procedures, and rehabilitation
technology, that maximize the full inclusion and integration into
society, employment, independent living, family support, and economic
and social self-sufficiency of individuals with disabilities,
especially individuals with the most severe disabilities.

Program Name: National Clearinghouse of Rehabilitation Training

Program Description: The Rehabilitation Training program supports
projects to ensure skilled personnel are available to provide
rehabilitation services to individuals with disabilities through
vocational, medical, social, and psychological rehabilitation
programs, through supported employment programs, through independent
living services programs, and through client assistance programs.
The program supports projects to maintain and upgrade basic skills
and knowledge of personnel employed to provide state-of-the-art
service delivery system and rehabilitation technology services.
